I want to programe in DirectX 8.0 and don''t even know where to start let alone who to load up direcX 8.0.

You need to be abit more constructive in your posting if you are going to get help. You could at least try and find the DirectX SDK at msdn.microsoft.com and try the rather good tutorials and look at the examples that accompany it.
