Panning and caching....

Hi, I have been curious about how easy/difficult it is to produce smooth panning effects in games. e.g. When you navigate in a game, the use can wander anywhere on the screen and the scenes appear seamless and it is as though one is walking in a never-ending plane. It is the same whether the user is in the boundaries of the physical screen or moves out of the physical screen. What are the basics of such algorithms/routines?. Are there predefined templates that can do this or is it done by manually caching sufficient data ahead of time and employing some amount of "AI" to figure out the patterns of the user''s navigation....
