How to make self-sufficient programs

Hi. I created a simple .NET/MFC7/DirectX9 in release build and posted it on my homepage. I have been getting emails from people that the game requires MFC70.DLL, and that the game won''t launch. I''ve noticed that only those that DON''T have .NET installed on their comps receive this error message. Why is that? How can I fix this? How do I make my game self-sufficient so that it has everything that it needs to launch, except DX9? The quick and easy way is to find and include MFC70.dll in you game directory. The harder is to carefully read the .NET SDK documentation on how to distibute .NET applications.
