OpenGL goes hand and hand with Win32, right?
Does it go hand in hand w/ Win32 when you''re making professional games for game consoles?

No, because you dont use win32 when you''re developing for a games console.
Go for GL if you think of a computer as a state machine, otherwise, if you wanna go industry standard, go DirectX.
I prefer OpenGL personally, because its nice to be able to access the latest features in graphics cards through extensions rather than having to wait for a brand new version of DirectX. Its a personal thing.
