What is the best language/tool for creating 'visual' tools?

Has anyone here had any experience with a language or tool that allowed you to easily create visual tools? I might need to create a tool much like Rational Rose or Visual, in terms of having data types represented by pictures and arrows in a drawing area. In fact, representing game data is what it will be used for. Just curious if anyone has done something like this before, and what you found good or bad? Thanks for any help!

Thinking about it in simple terms, these types of tools are kind of like drawing tools. But, every element on the screen is its own entity with its own properties.

Try Guilect, it''s a graphical user interface for Dialect proffesional:

Dialect itself is pretty simple too, it can be found at www.aristar.com

It allows you to make gui controls and windows with only 1 line of code.
