How to load an image in direct x 9

I can make a window in c++ now I am trying load a image but I keep getting erros so I was wondering if any one new how to load a simple background image The beging and end is all the same!!

1. Look up D3DXCreateTextureFromFileEx( ). The image will be stored in the memory, and you need to display it on the screen using quads.

2. Use ID3DXSprite interface.

3. Load image using LoadImage() function, copy the data to a Direct3D surface object. Copy the surface to the backbuffer.

If you could do that why use Directx, I mean you could just save some images in a folder and then load them????
