Access to Direct X

I have read a game programming book that uses a screen class to set up direct 3d and uses a static data member and a static access method to perform d3d operations. The class that holds the image uses this static member to access d3d to draw the image. It seems that any function that knows about the screen class can access d3d operations. Are static members the best way to access direct x through the wrapper functions?
