Huge Performance Drop with PS

Hello guys!!! I have Implement Per pixel Lighting with Phong Illoumination model using ARB_fragment_program. I the performance drop is huge. Fron 800 FPS to -> 80 FPS And the only thing I am drawing is one Quad with PPL and two Dynamic Lights. I have a Radeon 9700non pro and An AMD 2300MHz (11.5x200) why?

How big is your quad? Does it take up a significant portion of the screen? Pixel shaders don''t care how many quads you''re drawing, its all about the pixel count. A geometrically complex scene that covers the whole screen go through the pixel shader at the same speed as a single quad that takes up the whole screen.
