well id say put vsync off when you are coding your game and engine to see how performant it is and see if you can optimize some stuff... but when you r ready to release the game put it on to be sure there wont be any graphic glitch when rendering your scene... anyway no one will see the difference between 300 fps and 80 fps... but they will see it if theres some graphical glitch...
