IDirect3D, IDirect3D2, device specific?

I have been monkeying around for a while and I just want to confirm my suspicions. I know that certain version of dx only support certain interfaces, i.e. DirectX v3.0 only supports IDirect3D no matter what. but if you install DirectX v5.0 that has the new IDirect3D2 interface, do only certain device drivers support that interface? I have one machine NT 4.0 w/SP6 it has a Cirrus Logic 5446 $16 piece a junk. The other Win 98 it has Voodoo 3 3500 $XXX beuty. The NT box can''t find IDirect3D2, service pack 6 has Direct X 7.0 in it. I am useing the 5.0 sdk, should work fine. It finds IDirect3D. The Win 98 box finds it fine. and It has Dx 7.0 with the 5.0 sdk. So is it true that devices only support certain versions of the interfaces?

NT only supports Directx 3 (except for dplay). 2000 supports Directx 7.
