new rpg graphic programming

Has anyone seen the water in sony''s new rpg Legend of Dragoon if you havent there are parts like raging rivers that move and look really realistic, over a prerendered background. Does anyone know how they do that?

I''ve seen it, and it really does look lifelike, almost too realistic to be an animation. It looks more like the FF trick of running fmv, but it''s not, there is no way. I hope someone out there has an idea on how that is done or at least seen it as well, it is amazing!
