Dot3 Per Pixel Lighting

Hey, I''m still puzzeling with dot3 per pixel lighting and I have some qeustions... The tangent and binormal of the vertex are they pointing in their directions relative to the object space or the world space, meaning that the tangent and binormal will change direction when the object is rotated or will it not... That leads to my second question... Can glrotate be used for the rotation (with no change in binormal and tangent direction) and result in correct per pixel lighting???
