Surface <-> Texture

Ok, when using the D3DX utility library, I create a texture using D3DXCreateTexture[Ex](). With this you can create a regular texture or a render target. I''m curious, does the function actually convert from a Surface to a Texture (you pass it an IDirect3DTexture9* pointer), or does it just cast the Surface pointer to IDirect3DTexture9?
