Interpenetration or Collision?

okis this may be somehow silly question but how can we find out if two objects that have collided are in "Interpenetration" or "Collision" state? cuz if ya wanna apply collision response forces they should be in collision state only.

You can’t detect whether two objects are interpenetrated or collided (at least not in my programs) as when they collide they interpenetrate (and hence allow you to detect a collision). The workaround is to remember which you want to be interpenetrating and not use collision detection on them (or ignore collisions for them). Not doing collision detection for them would be more efficient of course.
