drawDibDraw very slow under windows 98

i''ve made a game that running ok under win2000 and winxp, but when move to windows98, it runs unbelievable slow. i''m using gdi, dib mostly. the OnDraw routine is made up of a few drawDibDraw calls. but even if the update rectangle is very small, it still runs very very slow(i''ve tried to get rid of all other calls). is drawDibDraw under windows98 a slow function?
