If you mean non BCB runtime dependent apps, then yes it can.

Look in the project options for "Use Dynamic runtimes" or something like that and then uncheck it.

Yep. Project->Options, make sure "Use dynamic RTL" is _unchecked_ and "Build with runtime packages" is _unchecked_ (they're on two different tabs, I forget which one). That should be all you need to do (well, it can't hurt to do a full rebuild after that, of course...).
