Skineed mesh - from DX8 to DX9

Hello for All, I converted skinned mesh code by Sarmad Kh. Abdulla from DX8 to DX9, but the faces of the mesh appear completely mixed. Anybody knows what is the possible cause? Thanks.

culling counter-clockwise and clockwise can change the way its displayed.. Also if the Z-buffer is disabled D3D won''t know howto correctly display the mesh (will be all garbled-mess)
