Obviously Visual Studio 6.0 (which I use) or 7 (which is .NET) is the best for Win32 programming and DirectX. Here are some links to free compilers, the best I''ve heard is the Bloodshed.net Dev-C++

However, I use Dev-C++, and I don''t have any major complaints. It''s not a completly polished program, but it''s free, which is clearly much better than forking over a few hundred dollars for a compiler. And the fact it uses GCC doesn''t hurt either.

I should clarify: Dev is an IDE, MinGW is the compiler.
