DirectX CLipper

I have a DirectX 7.0 application with a priamry and secondary surface. When I attach a clipper to the backbuffer and blit to the primary surface, the image is drawn to the screen and clipped correctly. When I attach the clipper to the primary surface, the image is not clipped correctly. Is attaching the clipper to the primary surface what is typically done? Will I have any trouble down the road if I don''t do so? thanks for your help.
