Sound restrainer implementation

Suppose there is a certain someone (call them person A) who lives in close proximity to someone else (call them person B). A has physical access to B''s computer. Let us also assume A is not fond of any kind of environmental pollution including excessive sound volume and B is a major cause of such pollution. A is interested in installing a volume restrainer on B''s computer. The Problem: what is the easiest way to do this with Win32 API? Is there a function that controls the output volume?

You may want to solder in a diode across the speaker posts. At high volume, the speaker will generate very ugly distorsions, causing ''B'' to lower the volume to get better sound quality.

Let C be a third someone.

C should be of considerable physical size. In fact, C''s size should preferably be greater than B.

C can warn of acting as a "physical restrainer" on B. A becomes happier, and pays C.

Other variations include C being a highly attractive member of the opposite sex and simply asking nicely. However this may not always be effective.

In a pinch, A can increase their size, or make frequent mention of their loaded gun rack.

what if person A removed person B''s soundcard while they weren''t around. Is person B the kind of person who would know what to look for or do should his sound stop working, or would he just take it to a computer tech who would in turn laugh at him when person B says "My computer has no sound!!"
