I am new myself but I think the game engine is all the functions that your game can preform. All the combined code that handles physics, sounds, control, lighting, AI, etc...

I think a game engine is also not specific, I mean you can take the engine and make other games with it by plugging in your own code without having to deal with a majority of the things on the list.

That is probably a half assed answer but that is pretty much all that I know(think) at this point.
