Lets say I have a test level setup like a first person shooter and I shoot the wall in my level, if I know where the shot hit, how would I go about putting bullet holes, or something, on the wall, not a real hole in the wall, but a bitmap or equivalent? What methods are there for this, in C++?

Its not what you asked for, but here''s how you would do 3D decals (bullet holes).
