Anyone know of a good program for this? Other than Photoshop, of course -- and preferably freeware.

Not freeware - shareware - but Paint Shop Pro can do this. As can GIMP, which IS freeware/GPL, though I find it to be a little less stable than I''d prefer my graphics software to be.
