Switching between retail and debug

On second thought, install the debug runtime from the sdk runtime folder.

If you installed the dx9 summer update SDK, it installs with both retail and debug files. In that case all you would need is to check debug option in the control panel. If you feel like being more manual about it, you can always add LoadDebugRuntime (DWORD) to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Direct3D and set it to 1.
