ActiveX control problems

I fina;lly can create a Dialog box that works almost properly yay. But no when I select the create button I made with it's ID tag being: IDC_CREATE2 it doesn't create the file I ask it to. It's odd. There are no errors but this is my code for the creation of the file:
BOOL CALLBACK ToolDlgProc(HWND hwnd, UINT Message, WPARAM wParam, LPARAM lParam)
{
    switch(Message)
	{
		case WM_COMMAND:
			switch(LOWORD(wParam))
			{
				case IDC_CREATE2:
					{
						ofstream create22( IDC_TEXT );
						create22 << "This is a test" << endl;
						create22.close();
					}
			}
		break;
		default:
			return FALSE;
	}
	return TRUE;

}
