Study. Books. A lot of books.

Then a compiler (mingw/gcc/openwatcom are free), a 3D editor (gmax is free, blender too but is complicated) and 2D program (gimp is free, but I prefer PSP for 1K euros)

OH! and a CVS or other versioning system, or you''ll spend all your free time with windiff

Thanks for your reply. Is there a website link for all the free stuff you mention?

BTW: What are the cost effective 3d and 2d engines out there?

I recently read that epic is plannning to offer a version of the Unreal Tounament 2003 engine for free. But you are allowed to use it for non-commercinal purposes only. Otherwise, prices for licensing it start at around 350000 US-Dollars...

I think that one of the most important tools to a developer is knowing a good game from a bad game. If you are an avid gamer and you know why some games are good and others are bad, then you''re set. If not, then (no matter what tools you have) you can end up with something...icky. A solution for this? Find someone to test your stuff + get ideas from.
