[Managed DirectInput] CooperativeLevelFlags Question

What''s the difference between setting a DirectInput (mouse or keyboard) device to CooperativeLevelFlags.Foreground and CooperativeLevelFlags.Background? I know that an exception is thrown if you try the Exclusive + Background combo.. but I don''t know why. Perhaps knowing what Background and Foreground is would help.
