SetRenderTarget failing?

When i try and call SetRenderTarget with a swap chain, it works fine. When i try and call it directly without any swap chains, then its failing, saying that:
Direct3D8: (ERROR) :Render Target wasn''t created with this Device. SetRenderTarget fails 
But i dont know how to create a Render Target with my device. Does anyone know whats up?
