Maximum amount of glGenTexture's

I''m making a game that has three render modes and each has it''s own set of textures. Whenever I load a set of the textures, free them all with glDeleteTexture() and then load up second set it does so just fine. When I do the same thing again, it cannot even open the files to read them in as a texture. All file pointers from that point on read as NULL even if I try and load a text file. Any ideas on what the problem might be would be appreciated.
