There''s FreePascal (www.freepascal.org) which compiles many Borland Pascal and Delphi (Console) programs.
There''s also a project called Lazarus that looks like Delphi and uses FreePascal as compiler. You can do pretty nice things with these and FP compiles for a lot of platforms so if you do it right your programs are even cross-platform.
Borland also gives you a free personal edition (with the license NOT to use the programs you produce commercially).

Hmm, cant find Lazrus....does it have a webpage? And I know about freepascal but does that work with "Delphi" (the visual one)
