According to your description, what kind of program is "useful"?
What kind of graphics do you want to create? 2D? 3D? On what platform?

You should specify what type of graphics you are interested in. For example, sprites, 3D models, textures, etc.
Well, things are a bit more complicated than that. Once you make the models you have to implement them in a game, which would mean learning C/C++ (which are programming languages) and probably DirectX or OpenGL (which are Application Programming Interfaces, and are used with C/C++). Or, of course, C# and DirectX Managed, if you want to take that route.
For models, you can go with the free Blender, at blender.org.
