Need a good 2d graphics library

I'm making a simple turn-based strategy game in c++ (well, it's actually an add-on for another open source game), and I need a graphics library. OpenGL, glut, and the like seem to be overkill for 2d, and the windows API is a royal pain. I want a graphics library that is simple to use, decently fast, and fairly stable. Up until now I've used a weak but simple library called cmugraphics, but when you plan for your program to actually be used on other machines, it just doesn't cut it (It's slow, and Windows XP hates it). I personally like to use DirectDraw for my 2d projects, it really isn't that hard it... but a lot of people like these:

SDL
Allegro
