If you want to put a bitmap at (10,10), you would need to load the bitmap into a surface. You could either use the whole bitmap or just part of it (like a tile) by using a RECT struct to hold the tile dimensions. Then you would need to use the POINT struct and set the dimensions to (10, 10).
Using the CopyRects() method of the IDirect3DDevice8 object, you could put the bitmap at (10, 10).
