Photoshop Help

I am not very competent when it comes to Photoshop work. I want to insert a PDF image on top of my background layer. When I go to import the image it is displayed as a separate window from the background layer (obviously). Because my skills with this software are so limited I am having trouble trying to figure out how to now "cut and paste" the imported image out of its separated window and project it on top of my background but in the same window/layer. When I use the marquee tools to select and cut/paste the image and then copy it to the bg layer it gets distorted (probably because of compression?) and does not retain any RGB color properties. Any suggestions?

make sure the destination color format is RGB;
in the menu (when the destination window is active): Image->Mode->RGB
