Rendering volumetric lines

What is the basic principle of rendering a volumetric line.... with and maybe without hardware shaders ? I am refering to lines used for drawing stuffs like "lightning", "electric sparks" and blah blah...

Usually the endpoints of the line are projected into 2D space and drawn using a standard algorithm... unless you are talking about particle engines?
