load 3ds file by directx ?

DX cannot load 3ds files directly. You either have to write your own loader, use the Max SDK to load load 3ds files into your app, or export your meshes in some other format that you can load into DX more easily.

DX supports the .x file format. The DX SDK comes with an exporter so you can export to the .x format from 3D Studio Max. Look at the DX SDK docs for info on how to load .x files (specifically, the last tutorial for D3D). Also, there are three samples that come with the SDK that show how to load and manipulate meshes. These are EnhancedMesh, OptimizedMesh, and ProgressiveMesh.

you can check out the 3ds tutorial at gametutorials.com
it is for opengl but you can convert it to d3d
