- Maybe you can use the nVidia shader debugger? I don''t know whether it works with DX9 or not.

- You could output your intermediate results to the screen, one by one, until you understand what''s going wrong (if something is going wrong).

Say you have an HLSL shader that uses the temporary/intermediate variables var1, var2, var3, var4 to calculate the final pixel color. You''d want to output var1 first, and verify that it''s correct, then var2, ...etc

It''s a painful process, but it gets the job done.
