Loading bitmap in 16 bit mode ???offscreen surface with secondry buffer surface???

hi! i am new to driectx programming , i couldnt find any tutorial how to load 16 bit mode with bitmap???? please if u have any way to describe these things then let me know. I am also confuse that i have created 2 surfaces one is backbuffer one is primary but does i need to create another surface for having bitmap as offscreen???? while i need backbuffer surface too. thanks in advance
