Controlling binary/library linkage

Is there a way to specify which libraries a binary or another library can link to? For example, I might want to run a program and allow it only to link a certain selection of shared libraries, so that I can control what it does. I don''t even want it to be able to use the std c and c++ libraries without permission. Related to this issue, is there a way of controlling which COM components a program or library can instansiate? perhaps with a custom component registry?
