I''m getting ahead of myself with this, I know, but I need to know what topics to research before I can continue. I''m still wrapping up the level editor / loader and obviously I''ll need collision and such. Anyways, my basic question is this: Do .x file''s use skeletal animation for their animation or vertex manipulation? Or are they even capable of both? I''m not too keen on the format, so any resources here would also help. Looking to learn not beg. Thanks a bunch.

X files support key-frame animation. They also support skinned mesh animation through bones. Does this answer your question, or did I misunderstand?

Well I hate doing this but Jim Adams book Advanced Animation in DX9 is probably THE best resource for .X It includes skeletal animation and vertex morphing using vertex shaders. It also goes into depth about reading the format and adding your own data to the .x format.
