It describes the order that the arguments of the function are passed onto the stack and how the function cleans up after itself.

is this part of windows or has it become a part of the C++ language?

Both WINAPI and CALLBACK (as well as a few others, PASCAL for example) are defined as __stdcall. I do not believe __stdcall is part of the C++ language but I could very well be wrong.
