To halt (shutdown):

su
[your password]
shutdown -h now

To reboot:

su
[your password]
shutdown -r now

For other information consult the man pages of shutdown. Btw this would probably be better in the unix forum.

Most distributions define the command "halt" for shutting down the machine. Otherwise, "shutdown -h now" will do the trick.

Before anyone asks, su without any arguments will log you on as root, so you need to enter the root password, not the password of the account you''re currently logged in as incase it wasn''t clear.
