Designing manual for XBOX game

For those that are in the graphic design/marketing dept., what is the best/high-quality/most efficient process for designing the manual for an XBOX game? I come from a print/interactive background and this is my first manual design so I want to do it right the first time while I''m under the gun. - Indesign or Quark? - Set up large background files in Photoshop or Indesign first then import into page layout program? - What do I need to be aware of to make the manual ready for publishers'' compliance?

Indesign, if you know page layout then this should not be an issue.
