WGL_ARB_buffer_region and EXT_texture_compression_s3tc have superseded KTX_buffer_region and S3_s3tc respectively.

EDIT: oh, and yeah, it's Kinetix.

ohhh aright i gotcha, so thats probably why they dont have the documentation for it anymore... but my card doesnt support WGL_ARB_buffer_region though, so is there anywhere else that there would have documentation on it?? and what does it do anyway?

As for what they do, just check out the docs for the extensions that superseded them.
