How to write a design

I''ve been trying to write a game engine... I got quite a long way into it, but then started getting bogged down. My problem is that I don''t know what each part of the engine is going to look like, ie. the renderer, world manager etc, and you kinda have to know how they are going to interact. So my question is this: what''s the best way to design an engine? I think pen and paper, but what do I write? Functions? classes? Maybe I should just write header files?
