Designing a Racetrack

Hi guys, what do you think the best way to design the racetrack for my 2d AI based game would be? One issue is that i am going to want to split the track up into segments to aid racing line design and to hold infomation. Should i just draw a polygon and map on a bitmap of a racetrack... but then how would i split it up into segments? its funny how you would have thought that designing the track would be the easiest part of this game, yet its the only part i can't work out how to do!
