I need help regarding RTS multiplayer game programming

I want to create an RTS multiplayer game api for the palm operating system.. However I need answers to the following questions to be able to determine the exact specifications of the api: 1. what are the basic game elements/support libraries that are needed for RTS multiplayer game programming? example path determination, sprites, collision detection, etc 2. when programming for RTS, what should be the basic program structure? is it necessary to have an event delegation and why? 3. What programming language is commonly used to create an RTS game? why? Please help.. thank you so much
