resize texture quality

I made a tile engine in opengl, and in the level editor of that game you can zoom out so that the tiles become smaller. However, these resized tiles look much worse than a standard "pixel resize" of a 2D image. Since it''s for a tile engine, I can''t use any smoothing, but I wonder if there''s another way to improve the quality? Can mipmaps be used here?
