Do you think my rendering speed will slow down if I draw some thing in Ortho then switch back to Perspective to draw the rest? Im looking to have a menu follow my camera wherever when they move and I;m thinking this is the only way to do this?

Changing between ortho and perspective merly alters the projection matrix, so it shouldn''t cause any major slowdowns.

draw 3d stuff then 2d stuff on top

and no, i don''t think rendering speed will change much

the only speed diffrence will be the simple matrix operations, which will be basically completely NILL, on any modern video card the change would be so insignifigant you would never have known you ever did it.
