Blending in a map editor?!

Greetings everyone, Earlier today I was looking at the Unreal Warfare engine and with it you can edit your terrain in a map editor, and at the same time edit buildings and caves and such as well... here's a screenshot: Screen Shot So my question is how do you do the blending like that in an editor where you can ALSO edit buildings and caves and such. You can just turn blending on for when your wanting transparent objects, in OGL it''s glEnable(GL_BLENDING); i think, DirectX has a simmilar function, but I didn''t see how your screen shot relates to your problem.
